Flight and train are different rule sets
All four conditions matter
- CCC/3C mark is present and clear.
- Model and batch are not recalled.
- Rated energy is within the permitted band.
- Power bank stays with you or in cabin baggage—not checked baggage.
CAAC's added CCC restriction has applied to domestic flights since 28 June 2025.
Clear label, no more than 100Wh
- Rated energy/capacity marking must be clear.
- Rated energy must not exceed 100Wh.
- The published railway answer says CCC is not the rail inspection rule.
- Damaged, swollen or unsafe batteries should not travel.
Follow the live station security instruction if the product or label is disputed.
An international arrival can still lead to domestic security

Arrival itself is not the same as a domestic departure screening.

That next flight is domestic. Plan for the CAAC domestic-flight conditions before the trip, including the CCC and recall checks.
- 03International-only departure or transit
The cited CCC notice names domestic flights. Check the operating airline and airport for the actual screening route instead of relying on forum reports.
Community reports describe inconsistent experiences on international departures. They are useful warnings, but they do not change the scope of the published CAAC notice.
Use Wh—not a guess from the product size
Normal flight band
No airline approval is required under the general CAAC energy rule, but a domestic flight still requires the clear CCC mark and non-recalled status.

CAAC's general rule permits no more than two with airline approval. Confirm before airport arrival; approval is not automatic.
Not permitted on the flight
Do not bring it to security expecting an exception.
No more than 100Wh
The current railway guidance uses a clear label and the 100Wh limit.
Wh = V × Ah · 10,000mAh = 10Ah. For example, a label showing 3.7V and 10Ah corresponds to 37Wh.

If the power bank is rejected
Do not move it to checked baggage
That conflicts with the flight carriage rule and creates a safety problem.
Ask for the exact failed condition
CCC mark, recall, unreadable energy, capacity, damage or another operator rule lead to different next steps.
Ask about official disposal options
Some airports may offer temporary storage, mailing or a surrender point; availability, acceptance and timing vary. Do not assume a battery can be mailed.
Protect the flight first
If no safe approved route exists, surrendering the item may be better than missing the flight. Replace it later through a reputable seller and recheck the exact unit.
A compliant battery is not your only backup
Charge the phone before every transfer, carry a cable and suitable wall charger, keep payment/card/cash layers separate, and save the next address and booking offline. Shared rental power banks may require a mini-program, account and working payment route, so do not treat rental as guaranteed.

What is the power-bank limit for flights in China?
Under the general CAAC energy rule, a power bank at or below 100Wh can normally be carried without airline approval; a 100–160Wh power bank needs airline approval and no more than two are permitted; above 160Wh is not allowed. Power banks must stay in hand luggage or on the passenger. For a mainland domestic flight, the unit must also have a clear CCC mark and must not be from a recalled model or batch.
Does my power bank need a CCC or 3C mark for China?
For a domestic flight in China, CAAC prohibits power banks without a CCC mark, with an unclear CCC mark, or from a recalled model or batch. The mark alone is not enough: the capacity and carriage rules also apply.
Can I put a power bank in checked luggage?
No. CAAC says power banks must be carried in hand luggage or on the passenger and are prohibited in checked baggage. Moving a rejected power bank into a checked bag is not a workaround.
What is the power-bank limit on a China train?
China Railway guidance published by the Beijing Government says a power bank may be carried when its label is clear and rated energy does not exceed 100Wh. It also states that the railway check is not the same CCC rule used for domestic flights. Live security instructions control at the station.
Does the domestic-flight CCC rule apply to an international flight?
The CAAC notice specifically names domestic flights. An itinerary that arrives internationally and then connects to a mainland domestic sector does include a domestic flight. For an international-only journey, check the operating airline and departure airport rather than extending the domestic notice by assumption.
