What should I save offline before travelling to China?

Keep the Chinese address and phone of the first stay, arrival point, insurer and embassy or consulate contact, trusted contact, emergency numbers, essential booking access instructions and a small set of communication cards.

Should the pack contain a passport scan or full card number?

No. A general offline sheet should not combine full identity, payment, login and precise itinerary data. Use official secure provider flows when a document image is required.

Can I call China emergency numbers without mobile data?

Emergency calls use the phone network rather than mobile data, but device, SIM, roaming and local coverage conditions still matter. Ask your carrier about emergency-call capability before travel and seek nearby staff help when a call cannot connect.
