Do not carry more cash than you can secure. China Customs currently publishes an RMB 20,000 inbound/outbound threshold; verify and declare under the current rule when applicable.
Stop before a second withdrawal
Card rejected
Confirm the network logo, overseas cash access, PIN and issuer status. Try a staffed bank or another compatible bank ATM only after checking.
Card retained
Stay at the machine. Record the ATM ID and bank, call the official operator number and contact the issuer to protect the card.
Debited, no cash
Record the error, time, amount, ATM ID and receipt. Contact the operator and issuer; do not treat a pending entry as final settlement.
Partial or wrong cash
Do not leave. Use the bank’s official support route and preserve the notes, receipt and machine evidence.
Ask for small notes
The 2025 official visitor guide says commercial-bank outlets can exchange for smaller RMB notes and may provide a “change purse” with mixed denominations.
- Show the amount before handing over a large note.
- Count change at the point of sale.
- Keep a second payment method for deposits or high-value transactions.
- Do not let anyone take your card or cash out of sight to “help” at an ATM.
Cash and ATM FAQ
Can foreign visitors withdraw RMB from ATMs in China?
Yes, when the ATM displays the acceptance logo matching the international card. Approval, per-transaction and daily limits, fees and currency conversion still depend on the ATM operator, card network and issuing bank.
Where can I exchange foreign cash for RMB in China?
Official visitor guidance lists commercial-bank outlets, qualified money changers and self-service exchange machines marked with an Exchange logo, including at airports and ports. Currency availability, documents, hours and fees vary by outlet.
Should I let a China ATM charge my home currency?
That is dynamic currency conversion. Visa says the ATM must show the rate and markup and let you accept or decline. Compare the displayed conversion with the issuer/card-network route; declining DCC keeps the withdrawal in local RMB for conversion by your issuer or network.
What if the ATM debits me but gives no cash?
Do not repeat the withdrawal immediately. Photograph the ATM identification and error, save the receipt and transaction time/amount, contact the ATM operator from the official number, then contact your card issuer. A pending authorization is not proof of a completed cash withdrawal.
